The realities of helping the Defense Forces of Ukraine at the front require a solution to the issue of procurement and handover as soon as possible. In our case, time is counted by human lives and lost territories. Having familiarized ourselves with the innovations according to the Resolution of the CMU No. 953 of 09/05/2023, which comes into force on 12/01/2023, We, charitable foundations, public organizations and volunteer natural persons, recognize that the innovations to the rules for importing humanitarian aid and the territory of Ukraine, such that cannot be fulfilled in today's realities. A few examples from real life: Example #1: A volunteer receives a request to receive tactical medicine from the military, which is currently in a "hot spot". Actions of a volunteer today: order the necessary tactical medicine abroad or ask for the help of partners to receive the necessary tactical medicine to transfer tactical medicine to the military receive a photo-video report and, if possible, acts of reception and handover Actions of a volunteer after the implementation of the new resolution on the provision of humanitarian aid (in the absence of of tactical medicine in the warehouse and the need to involve foreign partners for procurement): send a request to foreign partners with a request to provide humanitarian aid receive from partners confirmation of receipt of humanitarian aid generate electronic access and obtain registration in the system of automated regulation of the distribution of humanitarian aid generate an electronic key to the system of automatic regulation of distribution of humanitarian aid receive a request from the military with a seal and signature confirming the need for this aid (which is impossible in 90% of cases) create an application for receiving humanitarian aid from partners receive an electronic declaration send an electronic declaration to partners after crossing the humanitarian cargo make an inventory and enter in system, the amount of cargo received (which must match the application for aid) transfer aid to the military (if they have lived to this point) receive confirmation of placing humanitarian aid on the balance of the part within 90 days from the moment of the importation of humanitarian aid submit a report to the automated control system on the distribution of aid from acts of acceptance and transfer.
